I've had the same issues as you, some were able to reach 10 exfils, some stuck at 8, some stuck at 2, some stuck at 4. I think there was a problem early in the season with it and they fixed it later on, but you need to dismiss all the operators you have and start from scratch for the exfil streak to start counting correctly.
