You can have as low as 80-90PSI, the key is that all 4 are withing 10% of each other. If you've got one or two cylinders that are way off, you probably have carbon buildups holding your rings down and not allowing compression, or you've got a bad piston/ring/etc.

I'd check the bad cylinder in the block. If it has deep grooves in it, you will proabaly need to overbore it to clean up the walls. Also, in rare overeheats, the bridges in the intake and exhaust area can crack-making the block scrap. Check to make sure they are intact (uncracked) before you do anything. The ethanol breaks the hose down and the bits lodge in the small orfices/passages of the carbs on engines up to very early 80's or so.
